Many poses reminds me of the early Blackie and Wolfie shorts and in fact the story was drawn by Tom Golden, a Famous animator.

It must have been a Famous animator, because it's signed by Tom Golden.

I don't know much about Tom Golden, but the drawings look kind of stiff. The layout of the pages isn't so great, either. I prefer the Oswald comic you posted earlier.
